The SPNV operators in Germany

The Eisenbahnverkehrsunternehmen (railway undertakings) are the counterparties on the other side of every SPNV transport contract — and, depending on the financing model, the owner, lessee or mere operator of the rolling stock. Who stands behind an operator determines its balance-sheet capacity, its cost of capital and therefore which vehicle-financing structures are realistic in a tender. The profiles below group the market by ownership.

Market shares. Percentages below are shares of SPNV operating performance (train-kilometres) for 2025 as compiled by PKF-IVT for the 9th Wettbewerber-Report Eisenbahnen (mofair / Die Güterbahnen). Group affiliations and ownership are stated as at July 2026. Shares of jointly held operators (e.g. ODEG) are reported separately by the sources and are not added to their parents here.

Why the operator matters for the financing

In an operator-financed tender the winning EVU buys or leases the fleet itself, and its ownership determines everything about that financing: DB Regio funds vehicles through the treasury of a state-owned group; Netinera and Arverio can draw on other state railways' balance sheets; Transdev now sits within a large family-owned German group; BeNEX answers to an infrastructure fund with defined return expectations; a Land-owned operator like HLB or SWEG carries an implicit public backstop. The same tender risk profile prices very differently across these owners.

Precisely because those capacities diverge, PTAs have built the support instruments catalogued on the Financing page — vehicle pools (LNVG), Land-owned fleets with operator provision (BW-Modell, RRX), re-use guarantees and capital-service guarantees. They level the playing field between the incumbent and entrants, but they also shift asset risk onto the public side; the 9th Wettbewerber-Report argues that authority vehicle pools, once a pro-competitive fix for scarce credit, may now themselves distort the market.
